I have a 97 zj with kevins rad support. Can i also use the rough country winch plate?

The most likely answer is that no one has put that combination together on their Jeep yet. I don't have any suggestions for you, other than I have Kevin's radiator support and it doesn't take up much room. Not sure how the winch plate mounts though, so best bet is to take a look at all the pictures both companies supply and make your best guess from there. Also, if Kevin says it will probably work, that would be enough for me to give it a try.
I'd take Kevin's "probably" over most people's "definitely."

There has got to be a way to make the two of them work together from the pics I looked at. It may take some cutting and grinding, but they should certainly work. I would also suggest looking at other options for a winch mount as your approach angle is sacrificed quite a bit by this winch mount and offers no additional protection. Used ARB's can usually be found for $400-$500.
I think you may need longer bolts, but maybe not. I have Kevin's RS and it uses plates on the inside of the frame rail that will be substituted with the Rough country parts. I agree with Dave, full bumper would be better IMO. If you can weld, or have a friend who can, look into Flatland 4x4. And read their notes:
