ya, it would turn the wheels, but if you do much on slickrock you probably won't be happy with the spool in the front.

In the muck and crap in the East, you would be fine, but I'm not sure about on that pavement shit out West.

you shoudl be fine. just make sure you have the appropriat sized ram.

i ran a spool in the front of my zj when i had the rev cut 44 in the front, and i didnt even have a ram, but after a full day of wheeling at tellico my stock tc pump would be screaming. other than that i couldnt even tell, the front of the zj is heavy enough that it works fine
