Its the way the cover is made. There are recessed holes for all the hardware to prevent rocks from rounding the heads off. It's also nice b/c there isn't a lip to get caught up on either. A customer that picked one up from me last month sent me this pics of it all painted it! You can see how there is no lip and where the cover has recessed holes to protect the bolts (fasteners).

I will bump this for Riddler, Tim over at Riddler was a great guy and donated 10 covers to me for the last Zach Yost fundraiser, that alone speaks alot for his character, and anyone that is willing to donated to a worthy cause like that deserves your consideration when looking to spend your money.
